In-service education and teacher development programmes are necessary to get exposed to the new techniques to impart knowledge to the students. Innovation and change are the key terms in language learning. When the ingredients for spontaneous innovations are missing, in-service training and teacher development programmes will act like an instigator to initiate a process of planned change among teachers. Language teacher’s competence (LTC), language learners competence (LLC) and language teacher educator’s competence (LTEC) are interrelated. The language teacher educators have to impart methodological competence to teachers to impart language competence to learners. The teacher development programmes should provide a platform for teachers to clear their doubts, to share their views with peer group, to have free interactional activities, to learn new techniques, to get acquainted with new technology like e-training etc. these programs should be organized at regular intervals to motivate the teachers who inturn will motivate the learners.
